Detailed Description

CLI configuration, populated by Scheduler::parseOptions().

The initializers below are the values of a default-constructed struct (what unit tests and code running before parseOptions() see). parseOptions() then sets the members from the command line, so in a real run the effective default is the option's default, which differs for memory_restart (see there). Members written after startup: compress_queue (a resume adopts the checkpoint's setting, and a serial resume then clears it), checkpoint_dir and checkpoint_stop (the Ctrl+C menu's "save checkpoint and exit"), is_mpi_environment (set in main before parsing) and resume_has_end_states (set by the serial resume).
