RELAP5 implementation of ThermalHydraulicSolver.
Wraps the RELAP5/MOD3.3 Fortran coupling (r5pars_ struct, relap5_() entry point, ads_membuf_* functions) behind the abstract ThermalHydraulicSolver interface. The accessors are thin wrappers around r5pars_ fields.
